Immigrating to Canada through the Yukon Skilled Worker Program

Yukon Skilled Worker Program (YNP Skilled Worker Program)

Through the Yukon Skilled Worker Program, employers in Yukon can select foreign skilled workers in specialized occupations for permanent residency in Canada.

Minimum Requirements for Applicants

Applicants must meet the following conditions:

· Have the required valid education and work experience for that specific job or trade, as defined by the National Occupational Classification.

* The minimum education level accepted is a high school diploma.

· Have at least one year of relevant work experience for the desired job position.

* This work experience may have been obtained outside of Yukon.

· If applying while in Canada, they must maintain their valid work permit throughout the YNP application and assessment process.

· If in Canada on a study permit, they must provide the following documents:

– One year of study for a certificate program

– Two years of study for a diploma or bachelor’s degree, or

– Completion of at least level eight of an English as a Second Language (ESL) program for ESL students at Yukon College.

Minimum Requirements for Employers

Employers must meet at least the following requirements:

· Be a citizen or permanent resident of Canada.

· Have a registered business in Canada that has been operating for at least one year since its registration or is approved by Yukon government authorities.

· Must meet the minimum labor standards requirements.

· Must provide a copy of their business license and be registered in the Yukon company registry.

· Must provide health insurance similar to what other Yukon residents receive without charge, as long as the applicant is eligible for government healthcare benefits.

· Must pay wages equivalent to the prevailing wage rates for jobs in Yukon.

· Must cover the successful applicant’s airfare to Yukon from their permanent residence.

* Employers are not required to cover travel costs for the family or dependents.

· If the applicant is not accepted, the employer must also cover the cost of their return to their original place of residence.

· If a foreign national is currently in Yukon, the employer must arrange a screening interview with a Yukon immigration officer.

* Both the domestic employer and the foreign applicant must be present at this interview.

· They must thoroughly assess the work experience and background of the applicant before applying.

· If the applicant does not need to obtain an LIMA certificate, information about the employer’s hiring efforts must be presented before the foreign applicant applies for a specific work permit, along with a fee of $230 paid through the IRCC employer portal.

· The job advertisement must remain active for at least 4 weeks before applying to YNP.

– Until a decision is announced by YNP, the employer must actively seek to hire Canadian citizens and permanent residents for that job position.

– At least 2 national and local hiring efforts are required.

Additional language requirements

All foreign nationals must demonstrate their proficiency in either English or French by providing language test results from a recognized institution such as IELTS and CELPIP for English or TEF for French.

* Foreign nationals seeking jobs in NOC 0 or A must achieve the following minimum scores in each language skill.

· CELPIP

– Level 4 for tests taken before April 1, 2014.

Level 7 for tests taken after April 1, 2014.

· IELTS: Score of 6 in each of the 4 skills

· TEF: Score of 4 in each of the 4 skills

* Foreign nationals seeking jobs in NOC B must achieve the following minimum scores in each language skill.

· CELPIP

– Level 3 for tests taken before April 1, 2014.

Level 5 for tests taken after April 1, 2014.

· IELTS: Score of 5 in each of the 4 skills

· TEF: Score of 3 in each of the 4 skills
