What is CLB and how do we equate it?

If you’re reading this article, you’re likely considering applying for permanent residency or citizenship in Canada! You might want to understand what CLB (Canadian Language Benchmark) is and how its score affects your immigration file. You’ve come to the right place!

Having a good score in either English or French is a key requirement for obtaining permanent residency in Canada. For English, you can submit IELTS, CELPIP, or PTE Core results to Immigration, Refugees, and Citizenship Canada (IRCC), all of which use different scoring systems. For French, you can take the TEF (Test d’Évaluation de Français) or TCF (Test de Connaissance du Français) exams. To ensure that all applicants are assessed on a standard scale, the Canadian government converts test scores into the Canadian Language Benchmark (CLB) system.

In this article, we’ll explore the concept of CLB, its levels, how it affects your Canadian permanent residency application, how to convert IELTS scores to CLB, and the minimum CLB required for Canada’s Express Entry programs. Stay with us.

What is a CLB Certificate?

The Canadian Language Benchmark (CLB) is a system used in Canada to assess and measure an individual’s proficiency in English or French. The CLB is utilized by Canadian immigration authorities to evaluate the language abilities of individuals wishing to live or work in Canada.

It’s important to note that CLB is not a language certificate like IELTS or TOEFL. Instead, it’s a standard that allows you to convert your IELTS or other recognized language test scores to meet Canadian standards. There’s also a CLB self-assessment tool in Canada, which you can use to evaluate your language abilities.

If you’re looking to immigrate to Canada through the Express Entry system and apply for permanent residency, you’ll need proof of proficiency in either English or French. For English, only three certificates are acceptable: IELTS, PTE Core, and CELPIP. Since these tests have different scoring methods, CLB provides a common benchmark for comparing all applicants’ performance.

In general, there are two key systems used to assess language proficiency for immigrants:

  • English version – Canadian Language Benchmark (CLB)
  • French version – Niveaux de Compétence Linguistique Canadiens (NCLC)

CLB evaluates the four main language skills: Listening, Speaking, Reading, and Writing. Each skill is scored on a 12-point scale. Broadly, the CLB system has three main levels:

  • Level 1: Basic Proficiency (Score 1-4)
  • Level 2: Intermediate Proficiency (Score 5-8)
  • Level 3: Advanced Proficiency (Score 9-12)

This evaluation helps not only with your Canadian citizenship and residency application, but also assists you in identifying areas where you may need to improve your language skills.

Who Needs CLB?

Anyone intending to immigrate to Canada to live or work needs CLB. This includes individuals applying through the Express Entry system for permanent residency.

To be eligible for many Canadian immigration programs, you must meet a minimum CLB score. The higher your CLB score, the higher your Comprehensive Ranking System (CRS) points will be in the Express Entry system. Therefore, improving your CLB score can significantly increase your chances of obtaining Canadian permanent residency.

How to Calculate Your CLB Level?

Converting CLB to IELTS and Other Tests

The scores you achieve on your English language test (such as IELTS or CELPIP) are then recalculated using the CLB system. You can use the conversion tables provided by the Canadian government to match your test scores with CLB levels.

Minimum CLB Score for Express Entry Programs

The minimum required CLB for each of the three Express Entry programs varies:

  • Federal Skilled Worker Program (FSW): A minimum CLB 7 in all four language skills is required. If you have a French language certificate (TEF or TCF), you must achieve at least NCLC 7.
  • Federal Skilled Trades Program (FSTP): For this program, you need a minimum CLB 5 (or NCLC 5) in Listening and Speaking and at least CLB 4 (or NCLC 4) in Reading and Writing.
  • Canadian Experience Class (CEC): The required CLB depends on your job’s TEER level:
    • TEER 0 Job Experience: CLB 7 in all skills (or NCLC 7)
    • TEER 1 Job Experience: CLB 7 in all skills (or NCLC 7)
    • TEER 2 Job Experience: CLB 5 in all skills (or NCLC 5)
    • TEER 3 Job Experience: CLB 5 in all skills (or NCLC 5)

How CLB Affects CRS Score in Express Entry

All three economic immigration programs under Express Entry (Federal Skilled Worker, Federal Skilled Trades, and Canadian Experience Class) use the Comprehensive Ranking System (CRS) to score applicants. The impact of your CLB level on your CRS score varies by program.

For the Federal Skilled Worker Program, you can earn up to 24 CRS points based on your first language proficiency.

  • CLB 7: 4 points per skill
  • CLB 8: 5 points per skill
  • CLB 9 and above: 6 points per skill

If you provide proof of a second language (either English or French), and your score in that language is CLB 5 or NCLC 5, you can earn up to 4 additional points.

Why CLB Is Crucial for Obtaining Permanent Residency in Canada

Standardized Scoring

The scoring criteria for language tests like IELTS and CELPIP differ. CLB ensures that all applicants are assessed using a uniform standard, regardless of which language certificate they hold.

Impact on CRS

The CRS system uses your CLB score to assess your eligibility for Express Entry. A higher CLB score means a higher CRS score, improving your chances of receiving an invitation to apply for permanent residency in Canada.

Minimum Required Score

Your application will only be processed if you meet the minimum CLB level required for each program. For example, for the Federal Skilled Worker program, you must achieve a minimum CLB 7 in all four language skills.

Frequently asked questions

What language certificates are recognized by the Canadian government for immigration to this country?

To obtain permanent residency in Canada, you need to have a certificate in either English or French. The accepted English proficiency tests are IELTS, PTE Core, and CELPIP, while the valid French tests are TEF and TCF.

IELTS (International English Language Testing System) is one of the most recognized English language proficiency tests worldwide. However, CLB is the Canadian Language Benchmark, which is used in Canada to assess the language levels of immigrants.
