Rural Community Immigration Pilot (RCIP) – Brandon

The City of Brandon, Manitoba, is a participating community in Canada’s Rural Community Immigration Pilot (RCIP) — an employer-driven program designed to attract skilled workers to rural areas and provide a pathway to Canadian permanent residence (PR).

Brandon’s Priority Sectors, Occupations, NOC Codes & Language Requirements

To qualify for the Brandon RCIP, job offers must be from a designated employer and in one of the priority occupations below. Each occupation is tied to a National Occupation Classification (NOC) code and a minimum Canadian Language Benchmark (CLB) requirement.

Program Allocation for 2025

  • Total allocation: 180 spots

  • Healthcare sector allocation: 15% of total spots reserved

  • Other sectors: Remaining spots distributed on a first-come, first-served basis

Why Priority Sectors & Occupations Matter in RCIP

The RCIP is an employer-focused pathway to permanent residency. To be eligible:

  • Candidates must secure a job offer from a designated employer in a participating community.

  • Only employers in priority sectors can become designated.

  • Job offers must be in priority occupations for the community.

As of publication, Brandon and Sault Ste. Marie have released their priority sectors and occupations but not their full list of designated employers (Brandon’s partial list is below). More communities are expected to publish lists in the coming months.

Notes:
* Brandon Clinic is hiring family physicians and specialist physicians. Candidates must be licensed in Canada or actively pursuing licensure.
** Only the Brandon location of Prairie Mountain Health is eligible under RCIP. Applicants must be working for PMH or licensed to practice in Canada.
*** The Wellness Clinic hires for family physician and related health service roles. Licensure in Canada (or pathway to licensure) is required.

Eligibility for Brandon RCIP

To qualify, applicants must:

  1. Have a job offer from a designated employer within a priority occupation.

  2. Meet work experience requirements or qualify under the international graduate exemption.

  3. Meet language proficiency requirements (CLB minimums above).

  4. Meet educational credential requirements.

  5. Show sufficient settlement funds for themselves and any accompanying family members.

Successful candidates may:

  • Receive a community recommendation from Brandon.

  • Apply to the federal government for permanent residence.

  • Obtain a Labour Market Impact Assessment (LMIA)-exempt work permit while their PR application is being processed.
