North Bay Rural Community Immigration Pilot (RCIP)
The Rural Community Immigration Pilot (RCIP) is an employer-driven immigration pathway that provides foreign workers with job offers from designated employers in participating rural communities a route to Canadian permanent residence (PR).
North Bay, located in Northern Ontario, is one of 14 communities participating in the pilot. The North Bay RCIP region covers the Nipissing and Parry Sound districts and the Town of Latchford.
Priority Sectors
Each RCIP community may select up to five sectors from which eligible occupations can be drawn. North Bay’s priority sectors are:

Why Priority Sectors and Occupations Matter
To qualify for the RCIP, foreign workers must:
Have a valid job offer from a designated employer in North Bay.
Ensure the job falls under both a priority sector and a priority occupation.
Only employers within the priority sectors are eligible for designation. Once designated, they can offer jobs to foreign nationals, who can then apply for PR through the RCIP.

Who Can Apply for the North Bay RCIP?
To qualify, candidates must:
Have a job offer from a designated employer in North Bay.
Ensure the job is in a priority occupation within the eligible priority sector.
Meet requirements for work experience, education, language proficiency, and settlement funds.
Community Recommendation Process:
Employers must apply for a community recommendation during the monthly intake period (usually the last week of each month). If approved, the foreign national will receive a recommendation certificate to apply for PR with Immigration, Refugees and Citizenship Canada (IRCC).
Applicants may also apply for an LMIA-exempt work permit while their PR application is processed.
