Newfoundland and Labrador Issues 125 Invitations in Latest Immigration Draw

The province of Newfoundland and Labrador has issued 125 Invitations to Apply (ITAs) for provincial immigration to candidates through the Newfoundland and Labrador Provincial Nominee Program (NLPNP) and the Atlantic Immigration Program (AIP).
This was the eleventh draw of 2025, conducted by the Newfoundland and Labrador Office of Immigration and Multiculturalism (OIM). To date, the OIM has issued 2,946 ITAs to candidates this year.

ITA Requirements
According to the Government of Newfoundland and Labrador, individuals seeking to immigrate through the NLPNP or AIP must have a valid job or job offer from an employer located in the province.
The OIM has prioritized Expressions of Interest (EOIs) that best align with the province’s labour market needs and economic development goals when issuing invitations in 2025.
Candidates selected under the NLPNP receive an email notification of their ITA and can then submit a full application for provincial nomination through their Immigration Accelerator Portal account.
In contrast, under the AIP, designated employers receive both a notification and an official ITA confirmation letter through the same portal, which allows them to apply directly for job offer endorsement.
All immigration candidates — except those already in Canada applying exclusively through the NLPNP — must be issued an invite code by their employer before submitting their EOI.
Background on Newfoundland and Labrador Immigration
As of 2025, Newfoundland and Labrador’s total provincial nomination allocation stands at 2,525 spaces, shared between the NLPNP and AIP, with the majority of invitations going to NLPNP candidates.
Earlier this year, the province secured an additional 1,000 nomination spaces, increasing its total allocation to help address labour shortages and population growth needs. Most of this increase was directed toward NLPNP candidates.
Meanwhile, the province’s endorsement allotment under the AIP remains fixed at 475.
Since adopting an Expression of Interest (EOI) system in February 2025, Newfoundland and Labrador has joined other provinces in implementing a two-step “candidate–applicant” model, designed to make it easier for employers and skilled workers to connect and meet the province’s economic and demographic objectives.
