The Prince Edward Island Provincial Nominee Program (PEI PNP) conducted its second-largest immigration draw of 2025, issuing 160 Invitations to Apply (ITAs) for provincial nomination on October 17, 2025.

This draw marked the tenth selection round held by the province this year, bringing the total number of ITAs issued in 2025 to 1,081.

On October 17, 2025, invitations were issued under two main immigration pathways:

  • Labour Impact Stream

  • PEI Express Entry Stream

Targeted Candidates

Candidates considered in this draw were individuals already living and working in PEI in priority occupations essential to the island’s economic development.

Among them, international graduates from the following institutions received extra prioritization:

  • University of Prince Edward Island (UPEI)

  • Holland College

  • Collège de l’Île

Due to limited nomination spaces and a high number of applications, PEI continues to focus on skilled workers in high-demand sectors.

For 2025, the priority industries include:

  • Healthcare

  • Trades

  • Manufacturing

According to the PEI Office of Immigration (OIM), individuals currently employed in sales and service sectors may not be considered for nomination at this time.

Program Trends

All draws in 2025 have been conducted under the Labour Impact and Express Entry streams—except one, which also included a candidate under the Business Impact Category (Work Permit Stream).

How to Be Considered for Nomination

To be eligible for consideration, foreign nationals must submit an Expression of Interest (EOI) to the PEI PNP.

Once submitted, the candidate is entered into the appropriate pool and ranked against others based on various selection factors. Profiles can be updated at any time before selection.

If selected, candidates will receive an Invitation to Apply (ITA) for provincial nomination.

Selection Factors

PEI may evaluate candidates based on several key criteria, including:

  • English or French language proficiency

  • Education background (level, field, and institution)

  • Work experience and technical skills

  • Alignment with provincial labour market priorities

  • Employment-related attributes, such as:

    • A valid job offer from a PEI employer

    • Previous Canadian work experience
