Steinbach Rural Community Immigration Pilot (RCIP)

The City of Steinbach, Manitoba’s third-largest city, is participating in the Rural Community Immigration Pilot (RCIP). The designated region includes:
The Rural Municipality of Ste. Anne
The Rural Municipality of Piney
The Rural Municipality of La Broquerie
The urban districts of Landmark and Vita
The RCIP is an employer-driven immigration program, which means foreign nationals must secure a job offer from a designated employer within the community to qualify for Canadian permanent residence (PR).
Steinbach’s Priority Sectors
Each RCIP community can nominate up to five priority sectors. Steinbach has chosen:

How the Intake Process Works
The Steinbach Economic Development (SED) manages the RCIP intake.
Up to 5 recommendations will be issued per intake period.
The intake period runs from the 1st business day of each month at 9 a.m. until the 15th at 5 p.m., or until 7 applications have been received (whichever comes first).
Only 1 recommendation per NOC code will be issued each month.
Each NOC code is capped at 2 recommendations per calendar year, except for the following, which are exempt from the cap:
General practitioners and family physicians (31102)
Registered nurses and registered psychiatric nurses (31301)
Licensed practical nurses (32101)
Nurse aides, orderlies and patient service associates (33102)

Who Can Apply for Steinbach’s RCIP?
To qualify under Steinbach’s RCIP pathway, foreign nationals must:
Have a valid job offer from one of the designated employers.
Ensure the position falls under Steinbach’s priority occupations.
Meet RCIP’s general eligibility requirements regarding:
Work experience
Language proficiency
Educational qualifications
Settlement funds
Once a designated employer submits an application during an intake period and the SED approves it, the candidate will receive a recommendation certificate.
This certificate allows the applicant to:
Apply directly to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence.
Apply for a two-year LMIA-exempt work permit while their PR application is being processed.
