On September 26, the province of Newfoundland and Labrador issued a total of 217 Invitations to Apply (ITAs) for provincial immigration.

The invitations were sent to candidates through the Newfoundland and Labrador Provincial Nominee Program (NLPNP) and the Atlantic Immigration Program (AIP).

September 26 Draw Details

The Newfoundland and Labrador Office of Immigration and Multiculturalism issued the following invitations to apply:

Since switching to an Expression of Interest (EOI) system for both programs in February, the province has held regular draws.

The last two draws have shown an increase in invitations under the AIP, and this draw marks the first time that the number of AIP invitations exceeded those issued for the NLPNP.

Newfoundland and Labrador Draws in 2025

So far in 2025, the province has issued a total of 2,821 invitations for provincial immigration:

  • 2,125 to NLPNP candidates, and

  • 696 to AIP candidates.

At the beginning of the year, Newfoundland and Labrador received 1,050 nomination slots for the NLPNP.
After negotiating with the federal government, it secured 1,000 additional slots, bringing its total 2025 allocation to 2,050 (compared to 2,100 in 2024).

Meanwhile, the province has maintained 475 spaces for the AIP.

What Is the Atlantic Immigration Program (AIP)?

The Atlantic Immigration Program (AIP) is an employer-driven pathway to permanent residence in Canada’s Atlantic provincesNew Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland and Labrador.

To be eligible, candidates must:

  • Have a job offer from a designated employer in one of the Atlantic provinces,

  • Ensure that the job offer is endorsed by the province, and

  • Meet a minimum work experience requirement, or be a recent graduate from a recognized post-secondary institution in Atlantic Canada.

Once the job offer has been endorsed, the candidate can apply directly to the federal government for permanent residence.

AIP applicants are also eligible for a special work permit (valid for up to two years), which allows them to work legally in Canada while their PR application is being processed.

What Is the Newfoundland and Labrador Provincial Nominee Program (NLPNP)?

The Newfoundland and Labrador Provincial Nominee Program (NLPNP) enables the province to nominate foreign workers, international graduates, and entrepreneurs for permanent residence (PR).

It includes five main streams:

  1. Skilled Worker – Express Entry Skilled Worker Category

  2. Skilled Worker Category

  3. International Graduate Category

  4. International Entrepreneur Category

  5. International Graduate Entrepreneur Category

Obtaining PR through the PNP is a two-step process:

  1. The foreign national applies to the province and receives a provincial nomination.

  2. After receiving the nomination, the candidate can apply to the federal government for permanent residence.
